Now to set the spawn chance of the gun/magazine you can type (example:weight 10),keep in mind that the higher the weight of the weapon is the highter chance of you finding it is, also if you have ALOT of workshop items you have to type (weight 4 or 5 depends how much you want to find an current weapon).I will personally recommend that if you have alot of workshop items to ballance them so you can find them more often. Well.I found a way of putting the workshop items in the game it is accualy pretty easy,all you have to do is to start the game and in the start menu,you will see there "workshop"go there and you will see "spawn tables" go there.Now you will have to type the number 94 so you can see evrything about the police spawn tables like (police_guns police_magazines police_special and more.) you have to click (example police_guns) you will see all the police weapons whitch is only the cobra I think,after that you should see (example Cobra/10/100%)under that there will be 0 you have to type the ID of the workshop item there (WARNING:In the police_guns spawn table you have to spawn only guns,for the magazines of the workshop items you have to go police_magazines and type the ID of the magazine there).
