The Last Dragonborn is basically written to be the same way, only they decide to do the right thing and go ahead and save the asshole-world anyway by stopping Alduin and ending the cycle. The people during Miraak's time probably treated him like the scum on their shoe, while the dragons were the only people who were nice to him, and the daedra stroked his ego.
